This study aimed to identify the impact of participatory planning on the performance of investment projects within a sample of investment projects in the capital's city Sana’a. A descriptive-analytical technique was employed, and the questionnaire was used as the main tool for data collection. The study population consisted of real estate investment companies, residential towers, and small project financing institutions, totaling (75) companies and institutions, with (1165) individuals. A representative sample of (63) companies and institutions was selected. The questionnaire was distributed to the inspection unit of individuals, which amounted to (289) individuals, and (262) questionnaires were retrieved, with a response rate of (91%) using simple random sampling.
The study found that Participatory planning has an effect on project performance invested in Sana’a’. The findings showed that the performance of investment projects in the capital's secretariat is positively and significantly impacted by the sub-dimensions of participatory planning, including strategic vision, monitoring, and evaluation. On the other hand, no effect on the performance of investment projects in the capital's secretariat was observed for planning and preparation, participatory diagnosis, or approval and endorsement. The findings also showed that the capital's secretariat's investment projects had a high degree of participatory planning and its components, with dimensions ranging from high to medium degrees of achievement, beginning with planning and preparation. followed by strategic vision, strategic diagnosis, monitoring, and evaluation, with approval and endorsement coming in last. On the other hand, it was discovered that investment projects perform well in terms of delivery time, cost, quality, and learning.
The study's conclusion included a number of recommendations, chief among them the need to increase project leadership's knowledge and comprehension of the value of participatory planning and its relevance to the successful completion of different project phases. This can be accomplished by including those who are involved in the implementation in all of its aspects.
