The Impact of Organizational Development in Improving the Quality of Services A Field Study on the Public Works Sector in the Republic of Yemen

Abstract
This study aims to explore the role of administrative empowerment in improving the quality of services provided by the Fund for the Care and Rehabilitation of Persons with Disabilities. The researcher adopted a descriptive-analytical approach and used a questionnaire as the main tool for data collection. The study sample was selected using the comprehensive survey method, with a total sample size of 288 individuals. Out of these, 264 questionnaires were deemed valid for analysis. The results revealed that the level of administrative empowerment practiced within the Fund was moderate, as was the perceived quality of services provided to persons with disabilities. Additionally, the findings indicated a positive role of administrative empowerment—through its various dimensions (delegation, training, knowledge acquisition, motivation, teamwork, and administrative communication)—in enhancing the quality of services offered by the Fund to persons with disabilities.
