Abstract

The study aimed at identifying the requirements for building the proposed strategy for institutional transformation towards E-Administration in the Ministry of Youth and Sports and its affiliated bodies and the means of their implementation. The researcher used the descriptive approach due to the appropriateness of the nature of the research. The sample of the study consisted of (150) intentionally selected individuals, by ( 92) individuals from the research community of the Ministry of Youth and Sports and (58) individuals from the Ministry's affiliated bodies.


The personal interview and questionnaire were used as a data collection tool. The study concluded that the requirements for building the strategy came to a high degree in the second axis: the objectives of the strategy, and the third axis: the stages of planning the strategy, while they came to an average degree in the first axis: the vision and mission of the strategy. Therefore, one of the most important means of implementation is announcing the proposed strategy for transformation towards e-administration in the Ministry of Youth and Sports and its affiliated bodies. The researcher recommend that the Ministry of Youth and Sports provide all modern technologies that contribute to the implementation of the institutional transformation strategy towards e-administration.
