Applying Total Quality Management for Job Performance Development at the Ministry of Civil Service: A Framework of Quranic Principles and National Vision for Building the Modern Yemeni State

  The study aimed to examine the application of Total Quality Management on job performance development at the Ministry of Civil Service, within the framework of Quranic authenticity and the national vision, and to determine their relationship. The researcher used the descriptive-analytical approach, using a questionnaire on a sample of (197) employees from a population of (737). The study found the application of Total Quality Management achieved a high degree, and a 46% statistically significant effect of applying Quranic leadership and strategic guidance on job performance development. This is because Quranic leadership directs resources and efforts toward achieving goals, supports effective decision-making, and establishes a culture of institutional excellence and ethical commitment, positively reflecting on performance. Results also showed the job performance level in the ministry was high, attributed to employees' commitment to attendance and a strong professional culture despite difficult circumstances. Despite some limiting factors for development, the clarity of the national vision and its connection to employees' tasks enhances commitment and motivates improvement. In conclusion, the researcher recommended that administration is a responsibility rooted in servitude to God, enhancing Quranic leadership by building leaders' capacities, institutionalizing the national vision's principles, and removing obstacles to effective public service delivery.
