The Impact of Disorder Trade on the Central Urban Area and Ways for Treatment: A Field Study for Attahrir District in Sana'a City

Abstract

The study aims to diagnose and analyze the effects of chaotic trade on the urban central area and it shows methods of treatment to deal with this disorder in Attahrir Distract trade area in the city of Sana’a. Research shows that chaotic trade was a result of an Inadequacy of basic equipment and of poor social services. The inability of national economy to create Sufficient job opportunities, along with the effects of extended war aggravations and political problems that still have afflict Yemen since the sixties of the past century. The subsequences of acute  poverty and the lack of state capabilities are all functioning as reasons that imposing a wide range of job seekers coupled with high rate of unemployment, those most of who ends up with a choice to practice a chaotic trade as  retailers at the streets’ sides  in the city of Sana’a, The research resulted in that a various of  urban problems do exist and caused an unbalancing situation and urban disorder  in A-Tahrir District, which make it of durable economic, social and environmental challenges facing the state and urban society decision makers in the City District .                                                                                                


  The results of the research show that various aspects are associated with the existing rooted chaotic trade in At-Tahrir District in the city of Sana’a. This problem has begun to grow and expand within the urban center since long time and has left negative economic, social and environmental effects, which has become an actual obstacle to a rational planning and effective development. One of the disorder trade practice has been the increasing complexity of the urban crisis. The researcher found that the Yemeni trade legislation regarding open street trading required update and developed to deal and manipulate existing trade disorder, in addition such practice impose damages to the extent of a danger represented by in the loss of the aesthetic value of the city, and its appearance. Rural appearance at the city urban center makes the most urban area as if it was one of a regular rural area that is not commensurate with its civilized value. Therefore, at this situation, it must be dealt with and reformed according to the framework of its integration in order to advancing the legal practice and local development process in the city.                                                                            


  The research methodology is based mainly on the descriptive, analytical and quantitative approach. Data collection of available information related to the city of Sana'a was gotherd from several official and secondary resources, in addition to a comprehensive field survey of all chaotic commercial activities was performed regarding the District of Tahrir in the city of Sana’a.  Types and classification of disorder trade were then designed and localized on maps using ArcGIS 10.8 software, in addition to processing statistical data which were represented in tables and figures. Using the spas program, data ware analyised  also employed. Personal interview and questionnaire are employed to collect data related to chaotic traders to understand their characteristics and the real situation of chaotic trade that swept the urban fabric of the district.  The study came out with a set of results, the most important of which is that the urban fabric in the District of Tahrir in the city of Sana’a seems to be a city of old status in its appearance as if were living   in the middle of twenty century instad of being in the third phase of twenty-first century, a state of chaos resulting from a widespread practice of chaotic trade  as a result of the occupation of public property by merchants and the negative image it carries for the city noise, obstruction of traffic, environmental pollution, unequal competition with the organized economic sector, promotion of goods that may pose a danger to the consumer, expansion of the size of the informal sector in the national economy, which ultimately reflects negatively on the course of development, Based on the results, the study suggested a set of recommendations, including applying the practical solutions mentioned in the body of the study, which is an attempt to provide a framework of planning, including suggestion of legal aspects in  trade activities and the development of  the city. the researcher suggests ways to provide support for the future economic resources of the state and local
